It's even more than numbers, tho. Even if a black person owns their own damn corporation they still have to deal with racist a-holes, some of whom come disguised in tweedy jackets, ties, a jaunty cap (no, not a trumpy hat), and polished loafers.

OR a cop uniform.

You can take the black person out of the ghetto, but the white folks (especially cops) who know absolutely nothing about you will assume (without question) that you're FROM THE GHETTO but you are now a big shot in a drug cartel...especially if you are dressed too well, and you drive a fancy car that was no doubt purchased with drug profits.

Bottom line, this is about social structure and the reinforcements provided by systemic racism.
